Back in the national digital infrastructure map, China has tagged its blockchain bid at the center, with plans to roll out a nationwide network by 2030. The goal appears in the country’s 15th Five-Year Plan for National Informatization, released by the Central Cyberspace Affairs Commission on October 23.

China Sets 2030 Target for National Blockchain Infrastructure

China’s goal is to make significant strides toward informatization by 2030, finishing the rollout of next-generation communications infrastructure and essentially building a national blockchain network, according to the plan. In addition to 6G, AI, and other technologies, Blockchain is also part of Beijing’s bid to upgrade digital infrastructure and implement intelligent internet systems.

The policy also urges China to enhance its own technological landscape and foster globally competitive products in fields such as integrated circuits, new displays, blockchain technology and artificial intelligence.

Technical standards are also a priority. Chinese officials stated that the country will enhance standards in areas such as blockchain, operating systems, databases, and other basic digital technologies.

Blockchain Expands Beyond a Single National Network

But it’s not just about building a single blockchain infrastructure layer. According to the official, blockchain is integrated into the application infrastructure, and a national computing network and smart network development are included. It also links blockchain deployment to broader industrial digitization and data-driven economic activity.

This means that the 2030 target is wider, encompassing a blockchain project as well. Beijing is using distributed-ledger technology to support enterprise, public-sector and industrial applications, not simply run open cryptocurrency markets, with the solution being infrastructure rather than a competitor to cryptocurrencies.

China Keeps Crypto Ban While Backing Blockchain

The new blockchain target is no sign of a reopening of China’s crypto market on the mainland. In February 2026, Chinese financial authorities reiterated once again that activities in virtual currencies are illegal financial activities. The policy applies to services relating to cryptocurrencies, including Bitcoin, Ether and stablecoins as well as to the oversight of unauthorised real-world asset tokenization.

It’s the pivot of China’s approach: blockchain is welcomed, but the decentralized crypto trading environment is not. The 2026 regulations include a ban on financial institutions that provide services to virtual-currency businesses, and a lingering limit on crypto-mining.

National Blockchain Network Becomes Part of China’s Digital Stack

Blockchain 2030 is one component in a national strategy that also covers 6G, computing systems, AI systems, and enhanced cybersecurity measures.

According to the official plan, there are 10 key task areas for China, related to infrastructure, the innovation of technology, digital industries, governing, regional coordination, security, technical standards, etc.

The impact on crypto is evident: China is still reinforcing the distinction between permissioned blockchain infrastructure and permissioned applications of tokenized technologies – scaling up the former, also limiting the latter.
